Ordinance recommendations without preliminary ordinances done

Are there any plans to refine the HINTS so that it only recommends an ordinance that can be performed and not one where other ordinances are needed first. Example - my second great grandfather James A Beacom (KF2B-V8) is listed as ready for sealing to parents but nothing is known about his father (only last name) and his mother Margaret (no last name). My understanding is that he cannot be sealed in this situation because his parents have not been sealed. It would save time if we did not need to verify that the ordinance is truly ready to be done.
