Is it possible to get a shared name back from the person who reserved it?

I shared a name with the temple December 2020. W Rex reserved it on 28 Dec 2020. He still hasn't completed the baptism and confirmation. It expires on 29 Nov 2022 but the date has been changing for months. I sent a message and also an email to see if he could get it done but haven't heard anything. Is there anything I can do to get it back?
