Permission for deceased family member

How long does it take to get permission for deceased family member. I have gotten verbal permission from the son of my deceased aunt and uncle. I have gone through process online. I immediately received permission for my aunt but still waiting on my uncle.?

    Is there anyone I can call to talk to about this. We have received permission for Marjorie (wife) but not for Walter (husband), we have permission to do the work from their son.
