A family member passed away in June. How can i find out if he was baptized?

Have you tried finding him on FamilySearch FIND
When a Church member dies, a ward or branch clerk updates the membership record. When the Church membership system receives this update, it updates Family Tree:
- If the member had an account, the membership system updates the record that the member had in his or her list of private people.
- If the member did not have an account, the membership system creates a new record in Family Tree for him or her.

This man stopped going to church in his teens. His records probably weren't current, if, in fact, he was even baptized. if he was baptized, we know the date and place that it probably happened. Who can we call to ask for this information?

a bishop or clerk - could attempt to request his records (assuming his membership record is still marked as living)
then the receiving ward can mark him as deceased with the info you can provide.

This request has been taken care of. A Bishop requested the records and found that he had been baptized. He was able to see the baptismal date when he requested the records. When the Bishop gets the records, they will mark him as deceased. Thank you everyone.
