How to correct. line 1 needs to be vacant; can't fix.

 on my sheet ED No. 58-20 Shet 3 for Iowa, Louisa, Port Louisa. Because I tried numerous times to make line 1 a Skip household - no one lives there; I have wipedwiped out names.
