I have an individual that has been entered as a male but is female. There is a duplicate female entry which is correct, but I'm not able to merge as the male cannot be changed to female. Who do I contact to get this corrected?

    You can do it.

For the PID that is incorrect, edit the gender/sex. Then you can merge the 2 profiles.
