Permission to do ordinances

Larry Hart Patterson M5R6-TKK was a high school classmate who died in the Viet Nam War. He had no spouse or children. The only possibly living relative is a brother who was Developmentally Disabled and who most probably had no spouse or children. No other relatives are known. His parents and grandparents are deceased. I would like to do his temple work. May I please have permission to do so?

    According to this article, "If your deceased friend has no close living relatives that can provide written permission, then a request cannot be granted."
