Can I still reserve my great-grandmother's name without permission from closest living relative?

I am required to ask for permission for my direct great-grandmother, however, we don't know any of her siblings and child other than my grandfather, who is also deceased. Additionally, her spouse is also deceased already.

    If all close living relatives are deceased then the work can be done. The following article explains that "If no close living relatives exist to grant permission, you can still request permission to do the ordinances. Please provide evidence that no living close relatives exist. "
