Ordinance I Shared with the Temple, is now reserved by someone else for 5 years.

I have 12 people who's ordinances I shared with the temple back in 2017. They were reserved by an individual back on 28 Jul 2019, who still hasn't done the work. These ordinances expire 4 Nov 2024. Why is someone being allowed to hold these ordinances that I shared for 5 years? I understand the 90 day rule wasn't in effect when they reserved them back then, but it is now. Can we please shorten this time, so people aren't reserving ordinances for years?
