How do we handle groups of people not assigned to a dwelling?

The following is from Grundy, Buchanan County, VA, ED 14-8.

The computer highlighted the persons below as if they are one household. The enumerator states above their name that they are "Persons transcribed from ICRs, not assigned to a dwelling." How are we to handle these people? Is each individual person considered their own "household", so they should be separated?
