I'm indexing the New Jersey birth index, some batches don't show the year on top, they give a range but in front of the birthday month there is like a "2" then the month then the day, is the "2" for 1902. So, have they put the year in front of the month?

The first number is the year. In the case of this snip, which is partly 1903 and partly 1904, you can see the change, between December 1903 and January 1904. That's the same format that New Jersey used for all their indices in thr early 20th century - birth, marriage, and death.
