How can I have multiple accounts under a single email? Thought my earlier ones were deleted...

I've tried (unsuccessfully) to kick my genealogy addiction a few times and deleted my past two previous accounts. I lost my login from my current account, and when recovering it I learned that my two previous accounts were active - just under my old usernames. I've come to terms with the futility of quitting, so would love to merge these three accounts. This seems to be fairly common so it would be great if they could fix it.

I actually had a 4th account before these, which I successfully (and somewhat regrettably) deleted. Even if you can't fix my merging request, I'm curious as to why this happens. Is it a bug?
