I need help with indexing this record. Instructions say NOT to index a certificate of loyalty, but does not show an example of this. Is this a certificate of loyalty, or an oath of allegiance?

Those Declarations of Intention. "It is my bona fide intention to become a Citizen..." So, they should be indexed.
