Indexing the Washington State Death Index question
I have run across a county code that isn't listed in the "Number Key Template" (939 M 180). I don't know how to label this?!
And: This is the first time I've indexed a death index like this. The directions tell me the first # is the death county code. What is the 2nd #?

It is best to share the batch to get a correct answer. There are many different forms on this project that are outlined in the What To Remember About This Project section of the Project Instructions. It makes it nearly impossible to give you a good answer on your particular death index.
The share batch code is the series of letters and numbers in brackets at the top of the page, like this:

Hi Jennifer! Thanks for sharing your batch. That image matches the example Death Register Template 4e. You will want to use the column after the name and before the sex as the Place of Death. The second number is the person's residence. Since 939 is not on the death place template, you will mark the field blank per the field help instruction: If the number recorded on the document is not included in the "Number Key Template," press Ctrl+B to mark this field blank. (I think 939 means they died outside the state of Washington).
