The is an article in the help center relative to Ordinances displaying as "not available". It is caused by a number of issues. Some of which you might consider such as a living person involved etc. However, if the simple situation do not resolve the situation, the only option is to directly contact Support by phone or email with the specific record in question and they will provide an answer for the specific case. Not very helpful but that us the situation.
