Missing ordinances

Guillaume I de Bourgogne Count Palatin of Bourgogne 998F-RYD  can't have ordinances done. Please address this.

There is a history of merges, but I feel confident that the surviving ancestor, Guillaume I, has correct information.

He is a relative.
