1950 Census - Are all inmates in a prison considered household members?
I've gotten to some Census records from Virginia that include inmates from a federal prison. Obviously, the prisoners aren't part of a true household, but they all live in the same building. For the purposes of indexing, should we consider all prisoners in one institution as a "household"? Or do we index each inmate as a single household?

Follow these guidelines from the FAQ. A prison would be considered an institution.
