How is it that I receive emails informing me that ordinances were completed but these names were not in my My Reservations list?

I see your question has been tagged "Emails about Following changes", so I guess you receive those emails because you are following them and has asked for updates about changes.

Just in passing ...
Short Answer: You will NOT.
IF, those individuals/persons, were NOT in one's "Lists", of "Reservations", for "Temple" Work; THEN, one will NOT, receive ANY "Notifications", that the "Temple" Work was "Completed".
ie.
We ONLY receive, "Notification", of "Temple" Work, that has been "Completed", if (and, ONLY, "IF") the particular "Temple" Work, was in one's "Lists", of "Reservations", for "Temple" Work.
