Llywarch Hen ap Elidir, Prince of South Reghed  LYSY-FX8 can't have ordinances done.

He is a prince. Is this the reason that ordinances can't be done?

He is a relative.

Also his son, Dwg ap Llywarch Hên L62C-DG5, can't be sealed to his parents.
