Doing work for a non-relative

I had a neighbor ask me how to go about performing temple ordinances for a deceased friend. The friend's mother (not a church member) has granted permission for temple work to be done but I don't know what the correct steps are to move this down the path. Any suggestions or guidance are appreciated.
