Requesting permission to complete ordinances

When you request permission to complete ordinances for a direct relative and enter the first degree relative information that gave permission who approves it, and how long does it normally take? I put a request in for my father-in-law with my mother-in-laws information and contact info attached, she also has her living ordinance recommend approved for their sealing. It has been 3 weeks and I've received nothing yet I'm just curious what the process is and how much longer I should expect to wait.

    The Team which handles those requests is backed up. No time frame is given, but currently requests are taking a long time.
