can't access next image says "Image Currently Unavailable. Forbidden"

The last couple of days when I have been reviewing a record that starts on the last image of the batch and I click on the reference image button to see the information that completes the entry. I do not see the reference image. It just pops up "Image Currently Unavailable. Forbidden"

Now obviously the person who indexed was able to see the reference image as the entries have been filled in. But I am unable to see a reference image or complete the review of those entries. Is the system down? Any suggestions?

    When I have that problem I close the batch and then try again and usually it opens. I have found as long as I have the batch open no matter what I do I still am unable to open the reference image.
