County and nearest place in header but footer left blank.

An enumerator in Idaho put county and nearest place in the header but did not repeat them in the footer boxes for residence in the previous year, only checking the boxes for same location at the beginning of the line. The only entries in the footer for county, nearest place, and state were for locations other than the current county. Is it better to follow the instructions to report blank boxes as blank or add the county and place from the header when the enumerator didn't? Maybe it doesn't matter because of the box checked at the beginning of the line indicating the same county for the prior year.🤔

    Looking at the Field Helps advice against changing anything, I will report blank fields as blank.
