Indexing problems

I was searching the 1900 US Census records with the following source:

"United States Census, 1900," database with images, FamilySearch (https://familysearch.org/ark:/61903/3:1:S3HT-68X6-C3?cc=1325221&wc=9B7H-79H%3A1030551701%2C1032832401%2C1032978701 : 5 August 2014), Ohio > Cuyahoga > ED 38 Precinct D Cleveland City Ward 9 > image 11 of 40; citing NARA microfilm publication T623 (Washington, D.C.: National Archives and Records Administration, n.d.).

I checked about 10 of the 40 images in this group and for some reason only the head of the family was indexed correctly and any family members show up as the head with the same information as the head. So for example if there were 3 people in the family the head of the household shows up 3 times.

Any ideas on what has gone wrong?
