Missing ordinances

My husband, Charles Eugene Loper (12-28-1942), is showing that he is not sealed to his parents, but he was sealed. That is recorded correctly in one place, but in another it allowed my brother-law, Stephen Loper to reserve Charles' name to complete the sealing to parents ordinance. His record number is KW4Y-CQQ.
