Doing temple work for deceased friend from Iran who joined the Church

Hello,

My deceased friend's information will never show up in Family Search because he is from Iran. The ward clerk updated his membership records, and I called Family Search at Salt Lake for help. I was told that there is a process for approving ordinance work for deceased members from muslim countries. I provided my friend's information, but I have not heard from anyone in months. I have permission from his wife to do his temple work.

What are next steps that I can do?
