Can ward groups be set up?

In Ron Tanner's last Q&A sessions, at: https://www.youtube.com/watch?v=1gDSxsJCQmE he stated there were no plans to have ward groups automatically created but that wards should feel free to create any kind of groups they wanted.
Although they are called "family groups," anyone can be invited to join one. When you create a group, do keep in mind that only 100 individuals can join one group so some planning may be needed to decide how to structure one.
Another thing he mentioned in one of his RootsTech presentations at: https://www.familysearch.org/rootstech/session/whats-coming-on-familysearch-for-members that might affect the need for such a group is that Ordinances Ready is going to be updated so that it will include looking for temple ordinances shared to the temple by someone in your ward or stake. Here is the chart he shared:
Names in a ward "family group" however would fall under #2. Depending on the number of relatives one has in Family Tree and how much of one's own family still needs temple work, a person may never be given a name in #6 through Ordinances Ready.

FYI
I am just another 'lowly' User/Patron ...
[ And, I happen to be a Member of the Church ... ]
Just in passing ...
Short Answer: 'Yes'.
The "Family Groups", are NOT limited, to one's 'literal' "Family".
[ We have NOT been advised, of ANY "Restriction", to 'Groups' ONLY being of one's 'literal' "Family" ... ]
There are Many DIFFERENT forms of ("Family") "Groups", there are:
[ BUT, certainly NOT "Limited" to ... ]
(1) 'Literal' ("Family") "Groups"; and/or,
(2) 'Ward'/'Branch' ("Family") "Groups"; and/or,
(3) 'Stake/District/Mission' ("Family") "Groups"; and/or,
(4) 'Helping' ("Family") "Groups" [ ie. those that a User/Patron is "Helping" ]; and/or,
(5) ('Consultant) 'Planner' ("Family") "Groups"; and/or,
(6) 'Young Mens' ("Family") "Groups"; and/or,
(7) 'Young Womens' ("Family") "Groups"; and/or,
(8) 'Elders Quorum' ("Family") "Groups"; and/or,
(9) 'Relief Society' ("Family") "Groups"; and/or,
(10) the list of ("Family") "Groups" just goes on ...
Currently ...
ALL, of the aforementioned ("Family") "Groups", are PRIMARILY, for the "Sharing", of "Temple" Work; but, also for a SECONDARY form of a "Group" 'Messaging' Tool.
Good Luck.
I hope, that this may help/assist, somewhat.
