I was searching through a film #005713713, total images 1722. This was listed under Jefferson. Citizenship Records 1898, Citizenship Records 1868. Starting with image 760, the first I noticed as the record format was so different than the others, I began to notice single records mixed in that were from places other than Jefferson Co, Wisconsin. Dodge, Waukesha, Madison, Milwaukee, Ozaukee, Fond du lac, Kenosha, Winnebago, Waupaca, Juneau, Dane, Rock and Racine which are all within Wisconson. But then I noticed Allentown, Lehigh, PA, New York, NY, St Louis, MO, Tippecanoe, IN, Allegany, NY, Carver, MN, Morgan, IL, Clay, IA, Baker, OR, Knox, IL, Clark, OH, Oneida, NY, NE Dakota Terr, Cass Dakota Terr, Clinton, OH.
I don't know if this film is listed under each of those other counties and states or not as the sources are Wisconsin Circuit Court and University of Wisconsin. But it has made me wonder, if it is not, are the records I am looking for mistakenly in a film listed under another random county.
I love Indexing, if it is possible to put this film into a project I would be happy to index it to solve this problem.
No, film 5713713 is not listed in the catalog as anything other than Wisconsin (https://www.familysearch.org/search/catalog/494764). It says these were "filmed at the University of Wisconsin--Whitewater, Library in Whitewater, Wisconsin", and the contents of this particular film and a few others are described as "loose", sorted by date. I can imagine the process by which these stray declarations from other states got mixed in with all of the more local ones: the person or people doing the sorting focused so much on the dates, the different places either weren't noticed, or were ignored on purpose.
You're right that these declarations are highly unlikely to be found unless the film is indexed, but there is no method by which the public (us) can request indexing from FS. So I guess we have to hope that copies of these stray documents exist in a more expected location, and these people's relatives will find them that way.1
