FS is disallowing requesting permission for ordinances for a relative born less than 110 years ago

Here is the situation. As you know, there are very few records available from Cambodia, and the entire family in question was killed in 1975, so there are no remaining close relatives.

My grandmother is LV42-HNG. She had a cousin, G63J-VNB, who I have reserved ordinances for. This cousin had a daughter, G63J-LH9, and a grandson, G63J-K2X, who all died the same day. It is these last two that I would like to request permission to perform ordinances for.

The problem is that the FS software is not able to detect a relationship with these persons, because I do not know my grandmother's parents or grandparents, only that she had a cousin, G63J-VNB. So I would like to request permission be granted to perform ordinances for these individuals who have no close relatives still alive.
