Previous Marriage Number

As an example, in the index record cited below, what is the meaning of:

Number of Previous Marriages: 1

and

Spouse's Previous Marriage Number: 2

Does this mean that the current marriage is the third one for the spouse and the second one for the groom? Why is the wording different for groom and bride?
