Pre-1900 Virginia records still appear locked outside a FHC

As per Virginia law passed more than a year ago, all pre-1900 records in Virginia are in the public domain, so why are these records still restricted to be used at a FHC?

    @User16039414231759897934, you should be able to view the images for DGS 8182555 online. Please be sure that you have successfully signed into FamilySearch and try again. You may need to clear your cookies and cache memory, but I have verified that those images are available to be viewed online, if you are signed into FamilySearch.

    Just because a record is in the public domain does not mean that the record owner/custodian will give FamilySearch permission to make the records accessible to home computers. For the film you mentioned, it seems it a film of records owned by Buckingham County. It is probably the County Clerk or another county official who negotiates and signs the contract with FamilySearch that sets the access restrictions. Therefore if you live in Buckingham County you should let this official know of your views on this issue and be sure to vote in the next primary and general election for the office.
