I'm doing the Wisconsin naturalization records, do I need to index citzenship records?

US, Wisconsin—County Naturalization Records, 1807–1992 [Part C][MSS3-S8B]

In the project instructions it doesn't say anything about citzenship records!

    These records are restricted. You will have to ask your supervisor in the project what to do about those records. We do not deal with them as a community.
