Why are Gustav Siegmund Simonsohns' ordinances restricted

My question is regarding Gustav Siegmund Simonsohn - GS3M-2BJ. I would like to understand WHY his ordinances have been restricted. His death was in 1931 in Munich Germany - a date not at all associated with the holocaust. He is not, to the best of my knowledge a famous person. He was married twice. His second spouse died as a victim of the holocaust, but that should only restrict his sealing ordinance to this second spouse, not his personal ordinances or his sealing to spouse #1. I am related to spouse #1. Thank you for you help answering my question.
