I am trying to index Canada, Ontario—Tax Assessment Records, 1834–1899 [Part D][M3DX-91D]

There is no locale information on the page. I know how to enter blanks, but I think that the book may have been dedicated to a locale, which might have been on an earlier image. Is there a way to check this. I scrolled back and forth in the assigned images and don't see this.

Should I index with blank locales?

You are correct, if the location is not on the image, then you should mark those fields blank. Generally, the location will be included by the pre-production teams at FamilySearch, so no worries on our part!
