Missing Ordinances: locate and mark membership record as deceased

Hello. Please locate the membership record of my brother-in-law who died 11 September 2021 in Perpignan, France. He had lived in France for about 15 years and before then resided in Portland, Oregon, at 3360 SW Fairmount Blvd. His initial address in France was 1 rue des Acacias, 66300 Banyuls-dels-Apres. It is unlikely that his membership record followed him to France. We have just obtained a death certificate, which is attached and is also attached as a source on his person page in Family Tree which I created.
