My brother, Verl, (KW81-87X) was sealed to his parents as a child. Now on his ordinances it shows he can be sealed to his stepfather and mother. He does not need that. Can you fix that?

Short Answer: 'No', there is NO provision to prevent the completion of "Temple" Work.

You are not alone ...
Many of have been in that circumstance/situation ...
[ And, have finished up, having to do the Work, regardless ... ]
As, you have "Reserved", that "Temple" Work, I would humbly suggest, that; as, you are, the "Closest" to your Brother, that you do the Work, rather than leaving it for someone else (ie. 'farther removed'), 'later down the track' (ie. in the future).
The ONLY other "Option", is to just KEEP "Reserving", that "Sealing", every x2 Years ... "Continuously" ...
[ But, then, when you pass away ... who would carry-on, doing such ... ]
And, another thing, the problem/issue being, that the moment you forget/miss it (ie. when, that x2 Year "Reservation", EXPIRES), I will guarantee, that eventually - in your case (subject to the 110 Year "Rule"), another User/Patron, will come along; and, grab that "Reservation" and DO the Work - especially, if you are the last remaining "Living" member, of your immediate family.
Been there ... done that ... it happened ... (and, has done, for many others ...)
MANY; Many; many, Years ago, there was, the provision, to request, a "Do Not Seal" (DNS).
As far as I am aware, such is no longer the case; EXCEPT; maybe, in EXTRAORDINARY circumstances; and, then, such ONLY, with the Approval/Authority of the "First Presidency".
And, unfortunately, I would humbly venture to suggest, that the case of your Brother, such would NOT be one, that would be approved.
