Sealing to Parents not showing Completed?

I added my grandfather's deceased brother to my family tree as a child to his parents. His parents were sealed, which I know because when I added my grandfather, his "sealing to parents" ordinance was already marked complete. However, when I added his brother, it shows that the ordinance of "sealing to parents" can be completed. Can anyone explain this to me? TIA.

@ryandahlberg1 - You don't mention if you think your great uncle was sealed to his parents when he was alive or after he died. If it was done as a proxy ordinance there could be another record in Tree that would have this ordiance attached. You can search for this record - try different amounts of information as the b/d dates and places may differ somewhat from what you expect.
If this ordinance was done when he was living - in other words he was a member of the church - it is possible that there is a living record of him (that you can't see) that needs to be marked as deceased.

So he was never baptized, but his parents were already sealed when he was born.

Additional information...
My grandpa was born in 1935. His parents were sealed in 1936 according to FamilySearch. It indicates that his sealing to his parents is not needed. My great uncle was born in 1938, after his parents were sealed, but it indicates he needs to be sealed to them. Both of these situations seem off to me. Am I missing something blatantly obvious?
