Here is one common reason:
When Family Tree was first opened. It was not possible to correct a person's sex. After a couple of years, the program was updated and it became possible to correct this. However, for about the next year or two, this type of correction blocked all ordinances on the person and if anyone wanted to get the ordinance page fixed, they had to contact support to have this done.
This problem in Family Tree was fixed with a later update to the program so now, when a person's sex is corrected, the ordinance page automatically determines effective ordinances and displays them without any intervention from support.
The problem with Lurana is probably that there was a copy of her, 9KZ5-PTS, which was originally created in Family Tree in 2012 as male. Someone corrected this to female in 2017, which would have been the time period that such a change would have blocked all ordinances, then merged that record into current record, which blocked all the ordinances from being shown on that record.
There must have been a lot of records with corrections to sex in that 2017-2018 or so time period because there are sure are a lot of requests for repairs of the ordinances page showing up on this board.
