Permission for Temple Ordinance

When no next of kin is known/available for PERMISSION how does that effect the 110 year rule? I want to seal children to their parents and 6 of 8 children are eligible for sealing, but the other 2 are not because of the 110 rule. Do I wait until the younger are eligible (approx. 4 years) for SP, or is there an exception. One of the ineligible died at age 15 so she has no descendants to get permission from. The other ineligible is descendant unknown. I am a direct relative of this family. Thanks
