Canada, Ontario—Tax Assessment Records - What to do when no City or Municipality is present?
I just tried pulling down 5 batches from "Canada, Ontario—Tax Assessment Records, 1834–1899 [Part C]". The first two showed "North Ward" and "South Ward". Then the next batch had no city or municipality shown at all. In the reference images on this third batch, future pages 4 and 5 showed "Estate Labor". No prior pages showed a city or municipality. If a prior page had shown a city or municipality name, would that name be assumed on the future pages?
How should records be indexed when there is no City or Municipality? Mark both of those fields empty, but proceed to index the names on that page? Is the same true for the pages marked "Estate Labor"?
I also noticed one line on a page with no city or municipality, where the Occupant was the name of a Church. In that case, only the Event Year is applicable. All other fields would have to be marked blank. Should that be marked as a blank entry, or skipped entirely?

It is always best to share a batch or batches to get the most accurate responses. You can either copy and paste the link, or just the batch codes. Click on the third icon from the right for more instructions on sharing a batch.
