How do I contact Family Search to resolve one living person with two separate id's?
Short Answer: You have made the first step by posting in this "Community.FamilySearch" Forum.
Hopefully, a "Moderator" [ ie. 'FamilySearch' "Support" (Personnel) } will find this post of yours in this 'Category'; and, "Move" your post to a more appropriate 'Category'; and, communicate in your post to elicit more information, to be able to help/assist you.
Just so that you are aware, the 'Category' of "FamilySearch Community", is more to do with the "Community.FamilySearch" Forum, rather than "Family Tree" of 'FamilySearch'.

I would humbly suggest, that a more more appropriate 'Category', would have been the likes of "Family Tree".

Are the two (x2) sperate 'FamilySearch Person Identifiers' (PIDs) in your "Private Spaces"; as, "Living" individuals/persons?
OR, is one of the PIDs for a "Living" individual/person in your "Private Spaces"; and, the other PID for an individual/person that is recorded as "Deceased".
The reasons for such questions are, that there are DIFFERENT requirements to resolve the matter, depending on the actual circumstance/situation.
Here are some "knowledge Articles" in 'FamilySearch', that may help, depending of the actual circumstance/situation:
Are the two separate person IDs both in the same private tree space?
If the living person has 2 IDs in the same persons account then you merge those people. If for example I have a living parent in my account and my brother also has the same living parent in his account then they will have different ID #s because we each have a copy of our parent in our private space for living. When that parent dies we will both mark them deceased and merge them with my parent who also has her own account. So yes you may see living people with different ID#s due to each of us having a private space for living due to privacy laws for the living.

In the first instance ...
A "Temple and Family History, Consultant", in her Ward/Branch.
In the second instance ...
The "Temple and Family History, Leader", in her Ward/Branch.
In the third instance ...
The "Stake, Temple and Family History, Consultant -- Family History Centre" (formerly: 'Director'), of a/the "Family History Centre", in her Stake.
As, any of those should be able to help/assist the Sister.
