Order of date importance the same for every name?

Im indexing Officer and muster rolls and i know that the order of importance with dates:

  1. Enlistment date
  2. Muster roll or monthly roster date
  3. Any other applicable military date

But some rosters have the enlistment date for only some of the individuals, while others are just blank.

Am i doing right in putting the date at the top (the muster roll/monthly roster) in the entries for those with no enlistment date? I then put the enlistment date in for those who have it. Please let me know if this is ok, thank you :)
