iPad Problem - Location of "Ask a Question" Prompt

The "Ask a Question" prompt on my PC (in Indexing Q&A) is prominent at the upper right of my screen. It is also at the top of the screen on my iPhone. However, it is located at the bottom of the screen on my iPad in both Portrait and Landscape modes. I thought it was missing altogether. Please put that prompt in a consistent place on all devices, preferably at the top of the screen. Thanks.
