Approval Process for Doing the Temple Work for a Deceased Excommunicated Friend

I have a dear friend, Vicki Ellen Blair (G8LZ-NKR), who passed away on March 23, 2017. She was a former member who had been excommunicated in the 1970s. Her family has avoided requests to allow for her temple work to be done. Recently, I received a call from one of her family members. She informed me that this sister's non-member son has granted permission for his mother's work to be done. I need to know what the approval process is for me to do this sisters temple work.
