indicates that the last time the record was accessed successfully was in 2018 - it appears that the wvculture.org site has changed the link for the record now and you will need to search for it via their search features to see if it is still available:

Find the Explore Archives and History heading and click Births, Deaths and Marriages to search those databases. While you are there, you might want to explore their website.
