How close of a relationship does one need to have to a famous person be able to have ordinances released to be performed?

Thank you for your quick response and KAs. I am familiar with and have read those KAs, prior to asking my question. My specific question is how close of a realtive does one need to be in order to be granted permission to perform ordinances when permission is required for a famous person. His parents and siblings are all reserved, so I'm finding it hard to believe that someone else has not attempted to reserve him, who may be closer than I am at 12th cousins.
Is there a boundary set by FS or is it case by case?
