Lost Allegheny County Records, marriage.
Is it possible that a county marriage record is just permanently lost? We have tried multiple times at the Vital Records of PA office to get a copy of a marriage license record: December 1948 for Robert L. Morgan and Dorothy Ertzberger. It was a hurry up, quick wedding in the first trimester, and the family never celebrated the anniversary - so don't know the exact date. The new pastor of the church, Spring Garden Lutheran, now renamed, said there is a record in their book and wrote up a new 'certificate'. Is there any other approach to look for the state record? That generation has all past and there are no papers or pictures that we know of. - Lou Morgan

Have a look at this page from the FamilySearch wiki about Alleghany County: https://www.familysearch.org/wiki/en/Allegheny_County,_Pennsylvania_Genealogy
It seems that there might be a copy of the marriage kept in Alleghany County. It is certainly possible that a clerical error occurred and the record was never forwarded to the State Government of Pennsylvania.

Marriage licenses are maintained by the Marriage License Clerk in the county courthouse of the county issuing the license. Have you already tried looking in the applications for marriage licenses for Allegheny county, found here?
It appears to be a pretty complete record set, but I could not find them in the index. If you know for certain from the Lutheran Church record that they were married in Allegheny county, then you may need to visit the court house. Yes, it is possible for a record to be lost but not likely.
