Why are these ordinances being permitted for people who are not eligible?

Please examine the following two people: Gideon Kadman G9TD-KGN and his father Rafael Kadman LK5H-WHR. Their ordinances are shown as available for me to do even though they are both less than 110 years old, not my close direct relative, and are/were Israeli citizens. The computer filter is missing something. I am sure your programmers will want to look and see what is going on. I will be happy to perform their ordinance work when it is appropriate in the future but am confused as to why it is available now.

i have found at least four additional names, all are less than 110 years old and all have died in Israel - the death place seems to be the common thread
