Seeking information regarding passenger Samoan, American Samoan and Fanning Island passenger lists

Seeking information regarding Samoan, American Samoan and Fanning Island passenger lists for the years 1900 and 1903. Perhaps digital newspapers. Have tried FamilySearch wiki and catalog records and have not had success. Are there any available digital newspapers for Samoa, American Samoa and Fanning Island?

    Are there any Samoan and American Samoa newspapers that are earlier? Specific to the years 1900 and 1903 that have been digitized and are available for research?

    The FamilySearch research wiki is another finding aid. Based on a quick look there, I would say your best bet for the years of interest to you would be British archives. Also, a Google Books search looks promising: in the years 1900-1903 Google Books has a lot of sources about shipping and the laying of cable and some of those sources may identify passenger manifests and where they are held.
