I am just another 'lowly' User/Patron ...
Further to what has already been proffered ...
'Yes', one of "Third Party" Applications that is "Certified" to work with "Family Tree" of 'FamilySearch', SHOULD be able to Open/Access that PAF File, depending on its age and version.
The particular "Third Party" Application, that I would humbly suggest, being that of "Ancestral Quest".
"Ancestral Quest" has BOTH, a Basic FREE version; and/or, a Premium PIAD (ie. "Subscription") version, the latter just having more 'Bells and Whistles'. The Basic FREE version is sufficient for most, the average, User/Patron. Whereas, the Premium PAID (ie. "Subscription") version is the choice of most experienced and 'power' Users/Patrons.

As an aside ...
IF, you have used PAF; THEN, "Ancestral Quest", is basically an upmarket/up-to-date version of PAF.
Plus, the Developers of "Ancestral Quest", gave, the base Code for "Ancestral Quest", many years ago, to the Church; and, from which PAF was developed.
Hence, why previous User of PAF, will not take long to get accustomed to "Ancestral Quest".
By the way, there are other Programmes that may, access; and, read, old PAF Files; but, I would humbly suggest that "Ancestral Quest", would be a good one to start with.
And, although I am a User of "Ancestral Quest", I am in no way associated with "Ancestral Quest".
